Go to the entrance of Dawnstar (where you start when you fast travel to Dawnstar) and wait 48 hours. Talk to the traveling Khajiit merchant. The chest should reset. If the merchant isn't there, just wait 2 hours at a time until the tent/camp shows up.Hidden among the rocks, there is an invisible chest that links to the Khajiit caravan in Dawnstar and is a good way to quickly obtain weapon and armor enchantments since the Jarl's quarters are found very close by.
